I do not think this is true. George W Bush did not wipe his hand on the shirt of Bill Clinton.

The clip seems to show the handshake and Mr Bush patting Mr Clinton twice on the shoulder as if to encourage him to hurry up.

Mr Clinton has a reputation for lingering in crowds while Mr Bush is thought to be rather more businesslike.
