The ST & LT plans elaborated by the PM are not consistent with the problems we are facing after the earthquake.
ST plan:a)The govt. plans to return as many refugees as possible to the place they fled.-Why the govt.is going to return some of the refugees to places that they were not supposed to built at the beginning?.
b)Waterproof plastic tarpaulins, cost effective, that can last for years.
It seems that the govt.want to use them for permanent shelters.-Mr. PM you have mentioned ST plan & now you want these tarpaulins to be permanent shelters.- Can you be more specific.
c)A census needed to be done 3 or 4 wks after the earthquake to be used in ST/LT plans, not to be included in your ST plan. What kind of stress test & equipments are you going to use to determine what structures in shattered neighborhoods can be spared or demolished?.
Remember these structures may stand, but not safe, because of the massive concrete.They need to be demolished.
d) Structures built without construction norms can not consider safe to move refugees back into the buildings.
LT plan is too vague: We understand the plan envisions a decentralized Haiti in which the other cities & towns can offer jobs in the past were only available in P-A-P..
But we would like to know how the govt. is going to built the infrastructures that lack on these cities & towns to accomodate the new comers. Mr. PM Haitians are asking for transparence, you need to present a plan that will include the participations of all Haitians lnside & abroad.
Rebuilding Haiti can not fall only on the govt. It is the concern of every citizens.
