The haitan government must declare once again Haiti" State of emergency".
The haitian government an Allies must evacuate the people, just like the state of California.
The humanitarians aids and USAID must be remaining outside of the capitol, distributing the food/water etc...
,bulding temporary care centers in opening areas, asking the churches to come around to help with this crisis.
President Preval must return to the palace area, built temporary houses with logistics, materials, personels and staff to coordinate multi operations with countries offering helps, keep contact with the people by using radio to broadcast messages.
His ministers/cabinet must be active in daily basis.
The haitian media must inform, educate the haitian people about the actual situation by relaying with the outside media such as CNN, etc...
If we fell to force the people to evacuate the capitol his neighboorwood this time; later the concequences will be worse than the present time.
