By the decree of the council of state, dated April 16, 1845, another octogenarian, General Jean-Louis Pierrot, 84, was called to assume the presidency of Haiti. Pierrot was a veteran of the war of independence and King Henry Christophe’s brother-in-law, he soon showed indisputable signs of senility. He refused to live in Port-au-Prince and instead decreed Cap-Haïtien the capital of Haiti.
On September 17, 1845, sixty supporters of former President Rivière Hérard initiated a new plot against the government. They took up arms, but were quickly defeated and massacred without mercy.
President Pierrot was obsessed with the idea of punishing the Dominicans for having declared their independence on February 28, 1844. A short war broke out between the two neighbors without a clear victor. The President was committed to pursuing the hostilities, but when, in January 1846, troops stationed in the city of Saint Marc received orders to march against the new nation, they mutinied and proclaimed the downfall of Pierrot.
President Pierrot died on February Pierrot died on February 18, 1857 at the age of 96.
